The Engineering Technician performs analysis of the Capital Improvements Program (CIP) and its projects and provides support to the Project Delivery team.

Aurora Water
Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice. 


Primary Duties and Responsibilities

This position reports to the Project Delivery Services Manager and supports both Principal Engineers and Project Managers in the Project Delivery Services group.  The Engineering Technician interacts with the group's Principal Engineers and Project Managers and provides guidance in the planning, resourcing and estimating of CIP projects.  Assists in the overall managing of projects; provides technical assistance; performs periodic updates of CIP project schedules, resources and estimates; interacts with Project Managers to analyze projects and provide recommendations and assistance in scheduling, estimating and updating project work; assists the Project Managers in the creation of project schedules and project estimates.

The position requires a high level of accuracy and communicative skill, both verbally and written. 
Tasks listed below are a sample of the various duties required of this key member for the Project Delivery Services team.

  • Review Change Orders and provide recommendations on appropriateness of cost.
  • Analyze construction schedules using scheduling software and provide recommendations.
  • Utilize construction estimating software to prepare budget level estimates.
  • Utilize Access data base software to perform project control computations.
  • Maintains databases and complex record keeping and reporting systems
  • Provides scheduling and estimating support to other groups in the utility as requested.
  • Researches and compiles statistical and analytical reports

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. The hiring department may include job related experience, training, education or license and certification preferences at the time of recruitment. 

Education: Associates Degree in engineering technology or related field, degree in Engineering or Construction Management preferred. 

Experience:  At least 2 years' experience in planning and scheduling capital projects using Primavera or MS Project. An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered.

Knowledge:  Understanding of theories, principals and practices of project controls, scheduling, estimating and budgeting related to water conveyance facility planning, design and construction.  Understands Critical Path Method (CPM) scheduling and network methods.
Abilities: Ability to produce conceptual and planning level cost estimates of small to medium sized capital projects; ability to analyze construction estimates provided by others for accuracy and completeness; ability to create preliminary construction schedules for small to medium capital projects; ability to analyze construction schedules provided by others for accuracy and completeness and ability to establish and maintain effective working relationships with coworkers and citizens.
Skills:  Strong interpersonal skills; strong analytical skills; detailed oriented; well organized; self-starter with ability to work effectively under pressure and meet deadlines with little supervision. Skill in the use of personal computers including construction estimating and construction scheduling software.   
Licenses, Certificates and/or Equipment Required:  Driver's license with a good driving record. This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

Working Conditions

Physical Demands:  Sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, and standing; hand/eye coordination to operate computer and related equipment; vision to read legal descriptions and review drawings; some speech and hearing to maintain communications with other employees and citizens.
Work Environment:  Works in a clean, comfortable environment.
Equipment Used:  Computer and peripheral equipment.
