Overall Job Objective

Summary of Job Duties

The Environmental Quality Specialist performs professional and technical work related to the planning and operation of the water, wastewater, reuse, and stormwater systems for the Aurora Water Department; ensures compliance with Federal, State and local regulations; assesses current and future environmental issues that may impact stormwater, drinking water or wastewater compliance; and, assesses current regulatory compliance status for Aurora Water facilities.

Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice.

Primary Duties and Responsibilities

  • Performs water quality protection services, which include environmental permitting and compliance assurance activities for Aurora Water's municipal facilities, including water and wastewater treatment facilities
  • Organizes and manages special events such as one day household chemical collections and clean-ups of waterways
  • Ensures the water department maintains compliance with applicable rules and regulations that govern its daily operations, including SDWA (Safe Drinking Water Act), CWA (Clean Water Act) and other environmental regulations
  • Performs regulatory advocacy work on behalf of the City with regulatory agencies
  • Analyzes information and assists in developing comments related to CWA and SDWA rulemaking and other administrative proceedings
  • Provides regulatory assistance to facility operations and management staff
  • Conducts assessments of various Aurora Water policies and procedures to ensure compliance with applicable rules and regulations
  • Assists in the preparation of annual and other technical reports
  • Assists in the preparation and review of various specifications and procedures for use by City employees and contractors in carrying out their work
  • Represents the City in various water quality and wastewater technical and policy-oriented stakeholder workgroups
  • Provides technical support to various Aurora Water divisions and workgroups on current and future regulatory issues; and performs additional duties as assigned

Minimum Qualifications

Education: Bachelor's Degree in environmental engineering, physical, natural or environmental sciences or other related field.

Experience:

  • At least 2 years progressively responsible technical and regulatory compliance experience in meeting water quality regulatory or other state/federal environmental program requirements.
  • Experience participating in Colorado's rule-making procedures, especially related to reuse is desirable.  
  • An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.
Knowledge:
  • Basic understanding of water operations, including stormwater management, wastewater and water treatment, municipal utility engineering projects and environmental/regulatory compliance
  • Knowledge of local, state, and federal laws and regulations related to water quality and the environment
  • Knowledge of the Clean Water Act and Safe Drinking Water Act requirements pertaining to municipal stormwater management, wastewater management, and drinking water compliance and the required public participation processes
Abilities:
  • Ability to establish and maintain effective working relations with employees, industry representatives, and citizens
  • Understand, interpret, and enforce complicated environmental regulations; and to communicate effectively both orally and in writing.
Skills:
  • Skill in technical writing and analysis
  • Strong interpersonal and communication skills.
 
LICENSES, CERTIFICATES AND EQUIPMENT REQUIRED:
  • A valid Colorado driver's license with a good driving history.
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

Working Conditions

Physical Demands:

  • Sedentary physical work requiring ability to lift a maximum of 10 pounds
  • Occasional outdoor/field work
  • Occasional walking and standing
  • Hand/eye coordination for operation of computer keyboard for database management
  • Vision to read and interpret reports and other written documents
  • Speech communication and hearing to maintain communication with employees and citizens.

Work Environment:  Works primarily in a clean, comfortable environment.

Equipment Used: Personal computer and water measurement equipment.
