The City of Aurora Public Works Department is looking for a Principal Engineer to join its Engineering Services Division. This is a full time position with benefits.

Position Information:
Plans, coordinates, and performs expert professional engineering work under the supervision and direction of the Traffic Manager to support the traffic engineering functions of the Engineering Services Division of the Public Works Department.
 
Direct supervision of other engineers including planning, coordinating, and performing complex professional engineering work in the primary areas of ITS/traffic signal timing and operations; transportation planning, improvement projects, and development review; construction management, budgeting and materials procurement, and maintenance and development of equipment specifications and standards.
 
Provides technical expertise directly or through subordinate staff in these areas and others identified below.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice. 
 

Primary Duties and Responsibilities

Performs expert level engineering work requiring a professional certification. Acts as the subject matter expert in traffic engineering related areas as outlined above and below; serves as enterprise-wide engineering project managers; provides leadership and supervises professional, technical and support staff.
 
General duties include:

  • Project management of multi-function and system-wide projects;
  • Oversight of construction compliance;
  • Representing the City with external and internal parties;
  • Serving on/leading CIP and operations groups;
  • Creation of function design, materials and technical standards;
  • Incumbents are qualified to stamp plans and manage whole projects in and across multiple disciplines, functions and organizations;
  • Incumbents supervise engineering staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures;
  • Performs other duties as assigned.

For traffic engineering:
 
All following items may be direct responsibilities and/or involve supervision of subordinate staff for the same.
 
  • Reviews and evaluates traffic impact analysis reports, transportation studies, and civil construction plans including but not limited to traffic signal, signing and striping, and traffic control plans all with regard to traffic and transportation related items;
  • Interprets and informs citizens, consultants and developers of requirements of codes and specifications for traffic and transportation related items;
  • Assists developers by serving as a project coordinator;
  • Writes and reviews proposed revisions to City code and specifications for traffic and transportation related items;
  • Plans, reviews, develops, and coordinates the design and construction of complex traffic signal projects from project conception to completion;
  • Prepares cost estimates, specifications, and procurement documents for traffic control materials and equipment;
  • Monitors and controls construction progress and expenditures;
  • Controls field and change orders;
  • Plans, reviews, develops, and coordinates complex transportation projects and operational assessments/improvements potentially including higher level transportation modeling and optimization;
  • Prepares traffic signal timing programming including implementation and field observation;
  • Develops and tests advanced traffic signal programming;
  • Coordinates with rail operators for City traffic signal & ITS operations at signalized rail crossing locations (includes light rail, commuter rail, freight);
  • Processes traffic signal timing information requests as needed;
  • Manages ITS projects including scoping and grant procurement as appropriate;
  • Participates in selection and management of consultant for regularly-scheduled signal timing study;
  • Performs engineering drafting and design functions related to traffic engineering items;
  • Assists and supports in development and evolution of policies, priorities, goals, and objectives;
  • Performs cost analysis and budgeting projections for long-term capital funding plans;
  • Provides special reports in support of division activity;
  • Serves as liaison with departments, developers and consultants;
  • Responds to citizen complaints and inquiries about traffic related issues as assigned;
  • Evaluates requests for additional traffic control devices and/or modifications as assigned;
  • Prepares traffic studies and reports addressing specific problems and concerns;
  • Performs detailed accident analysis at signalized and other locations;
  • Provides back-up support for coordination with school districts on traffic related issues;
  • Provides back-up support for review of traffic control plan submittals and temporary use and sign permits;
  • Performs additional duties as assigned.
 
Duties assigned are generally complex and may be of substantial intricacy.  Work assignment is performed within an established framework under general instructions but requires simultaneous coordination of assigned functions or projects in various stages of completion. Supervises the work of lower level engineering staff. 

Minimum Qualifications

Education:    
Bachelor's degree in civil engineering or related field.

Experience:    
At least 7 years progressively responsible professional engineering work in assigned function. Supervisory experience required.

Education/Experience Equivalency: A combination of relevant education and experience may be substituted for the minimum education and experience requirements on a year for year basis
 
Licenses and/or Certifications:
  • Registration as a Professional Engineer (PE) with the State of Colorado or ability to obtain through reciprocity from another state within 6 months of employment.
  • Registration as a Professional Traffic Operations Engineer (PTOE) preferred.  
  • Driver's license with a good driving history.

Knowledge: Knowledge of current engineering principles and practices applicable to assigned function; familiarity with traffic engineering standards and principles; AutoCAD and traffic engineering software as well as standard word processing, spreadsheet, and database software.
Abilities: Ability to communicate effectively both orally and in writing with the public, commissions, City Council, and city staff regarding transportation projects and issues; make decisions and solve complex technical problems; interpret codes and criteria; use computer design and optimization software in engineering projects; work effectively and collaboratively with other employees, outside agencies, and citizens.
Skills: Strong interpersonal, analytical and organizational skills. Skills in the use of field and office engineering instruments and equipment.

Working Conditions

Physical Demands: Light to sedentary physical work requiring ability to lift a maximum of 15 pounds; occasional lifting and carrying; frequent walking and standing for field work and meetings; vision to read and interpret reports and other written documents as well as produce design work; hand/eye coordination for operation of computer keyboard and engineering instruments; hand/foot/eye coordination to operate motor vehicle; frequent speech communication and hearing to maintain communication with employees and citizens.
Work Environment: Works primarily in a clean, comfortable environment with occasional outdoor work including exposure to varying weather conditions, noise and dust, and traffic and electric hazards.
Equipment Used: Computer and engineering instruments; electronic components; motor vehicle.This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
