Department Information
Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis. As soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice. 

Primary Duties and Responsibilities

  • Initiate the nightly billing process in the CIS system
  • Verify the system billing calculations per City ordinances
  • Generate all bills/notices, electronically transfer the bill/notice files for printing purposes
  • Reconcile the bill/notice files from the system to the print process, inserting process and mailing process
  • Issue e-bills over the internet
  • Calculate water allocation, both indoor and outdoor, for new customers initiating service
  • Electronically receive payment files from a variety of sources, validate the files for accuracy and post all payment files to the CIS system
  • Initiate the EFT process
  • Process all returned payment items for debit to the customer's account and identify accounts to be placed into the collection process resulting from the returned status
  • Issue customer correspondence regarding returned items
  • Maintain and process all refunds due to the customer in the CIS and accounting systems and reconcile all refund batches
  • Research, initiate and monitor all transfer of ownership activity for properties within the City
  • Work with title companies and calculate escrows for transfer process
  • Ensure all outstanding utility bills are paid at time of property ownership transfer; assist Customer Service Representatives with questions regarding the billing, mailing, payment and title activities
  • Provide phone/front desk customer contact coverage as required
  • Perform additional duties as assigned.

Minimum Qualifications


  • High School Diploma or GED

  • 2 years of office or customer service experience. Experience in utility billing is preferred.

Education/Experience Equivalency: A combination of relevant education and experience may be substituted for the minimum education and experience requirements on a year for year basis.

Physical Demands

  • Moderate physical work requiring ability to lift a maximum of 50 pounds
  • Occasional lifting, carrying, walking and standing
  • Frequent hand/eye coordination for operation of office equipment
  • Vision for reading and interpreting reports and data analysis and preparation
  • Frequent speech communication, hearing and listening to maintain communication with employees and citizens
  • Considerable walking and standing; frequent pushing, pulling, and climbing
Work Environment
  • Works both indoors and outdoors in all weather conditions with exposure to dust and noise, and may encounter fumes from certain chemicals.
Equipment Used
  • Frequently uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
