The Water Capital Projects Manager will plans, organize, and direct projects with the Capital Improvements Program for the Water Department under the supervision of the Planning and Engineering Division's Principal Engineers.
 
Aurora Water
Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.
  
The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice. 

Primary Duties and Responsibilities

  • Project management including planning, design, construction management, budget and schedule management
  • Ensures compliance with design and government regulations
  • Determines and establishes construction standards and materials
  • Works with consulting engineers, contractors, and other agencies to explain, interpret, and create City's design requirements, codes, and specifications
  • Provides professional/technical assistance and project updates to citizens, other departments, management and City Council
  • Develops and implements work procedures
  • Assists in training and instructing of employees
  • Assures that completed projects meet established quality standards
  • Keeps current on latest trends in technology and procedures in the utilities industry and makes recommendations for implementation in Aurora
  • Assists in developing operational priorities, goals and objectives
  • Performs one or more of the following:
    • Works with City's Purchasing and Contracts Division in publishing requests for proposals and in selecting consultants and contractors for capital projects
    • Make presentations
    • Negotiates contracts

Minimum Qualifications

Education: Bachelor's degree in civil or environmental engineering.

Experience: At least 5 years professional level engineering experience in water, sewer, and storm drain engineering projects. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

Knowledge: Knowledge of current engineering design and construction principles and practices applicable to public utilities engineering projects; local, state and federal laws and regulations related to assigned function.

Abilities: Ability to establish and maintain effective working relationships with employees and citizens; handle sensitive situations with tact and diplomacy; communicate effectively both orally and in writing; establish and fulfill goals and objectives; direct and effectively supervise other employees; plan and schedule work unit operations; and perform as a project manager for complex projects. 

Skills: Strong interpersonal, analytical, project management and supervisory skills. 

Licenses, Certificates or Equipment Required: Registration as a Professional Engineer in the State of Colorado required. Driver's license with a good driving history. This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment. 
 

Working Conditions

Physical Demands: Sedentary physical work requiring ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking and standing; vision for data analysis and preparation; hand/eye coordination for operation of computer keyboard; foot/eye coordination for operation of motor vehicle for field inspections; speech communication and hearing to maintain communication with employees and citizens.

Work Environment: Primarily works in a clean, comfortable environment; may perform some outdoor work for field inspections.
Equipment Used: Personal computer and motor vehicle.
