Under the direction of the Employee Relations Officer in Human Resources, the Employee Relations Analyst will assist with conducting confidential internal investigations and make recommendations related to employee conduct, violations of policies, procedures, charges of harassment, sexual harassment and discrimination to include compliance with the Americans with Disabilities Act and other state and federal regulations.
The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice.
- PRIMARY DUTIES & RESPONSIBILITIES
- Investigates employee grievances and/or complaints regarding job-related behavior, violations of policy, performance issues and charges of discrimination and harassment
- Presents investigative findings to department directors, legal and HR staff.
- Testifies to findings at Civil Service, Career Service and Unemployment hearings
- To include response to the EEOC and CCRD
- Assists with performance management issues such as work plans, progressive discipline as well as referrals for training or other means to improve behavior
- Makes recommendations resulting from investigations, administers ADA grievance procedures including investigating and resolving concerns and/or complaints.
- Develops and conducts educational and informational programs and training for City employees on discrimination, harassment, and sexual harassment prevention.
- Develops and recommends policies and procedures compliant with state and federal regulations to include the ADA.
- Coordinates and participates in development, training and promotion of activities in support of human resources related projects.
- Sets and communicates criteria for the Independent Review Board members (IRB), provides logistical and administrative support for the board and performs research, analysis and recommends best practices for on-going improvements related to the IRB.
- Assists in coordinating Career Service Commission employment hearings.
- Meets with outside agencies and community groups as required.
- Maintains Employee Relations records and tracks investigations, discipline, ADA issues and related dispositions.
- Performs additional duties as assigned.
- MINIMUM QUALIFICATIONS
- Bachelor's Degree in Human Resources, Business Administration or related field
- An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered
- At least 3 years in the human resources profession.
- Experience in Employee Relations to include investigating grievance complaints of harassment, sexual harassment and discrimination
- experience with the administration of the ADA in a municipal environment is preferred
- Demonstrated knowledge of human resources processes and procedures in the area of employee relations
- Knowledge of the principles of human resources management; federal and state regulations applicable to human resources functions and administration of personnel policies and procedures
- Personal computer and related software applications including word processing, data base and spreadsheet applications
- Ability to conduct an objective investigation of grievances and complaints
- Ability to maintain confidentiality
- Ability to establish and maintain effective working relationships with employees and citizens
- Handle sensitive situations with tact and diplomacy
- Make effective written and verbal presentations
- Ability to read, analyze and interpret state & federal regulations
- Demonstrate consistent, high accuracy of detail and keep detailed records
- Set priorities and work with minimal supervision
- Interact knowledgeably with staff and public in person, email and by phone
- Demonstrate strong interpersonal and customer service skills within HR and across the organization
- Strong interpersonal, analytical, and verbal and written communication skills.
- Strong report writing skills
- Skill in the use of technology including word processing, database and spreadsheet applications
- Strong Excel skills for data gathering and analytical purposes.
- Preferred: Certification as a Professional in Human Resources (PHR) (SHRM-CP) or Senior Professional in Human Resources (SPHR) (SHRM-SCP).
- Preferred: Certification relevant to Employee Relations and/or Workplace Investigations
- Equipment: Frequently uses standard office equipment including personal computers, calculators and copy/fax machine
